Agency of Medicines protects people’s health through the supervision of medicines used in Estonia. In addition to monitoring the quality and safety of medicines, the Agency of Medicines supervises the production, import, sales and advertising of medicines.
The Health Board acts on behalf of public health and a healthy living environment. The Health Board’s fields of activity are health, control of communicable diseases, epidemic control, environmental health, chemical safety and safety of medical devices.
The Social Insurance Board assures the safety of a person in every stage of their life through provision of state services and payment of social insurance benefits.
The Health Insurance fund ensures the availability of health insurance benefits and health services that help maintain a healthy lifestyle and solve health issues.
The National Institute for Health Development is a research and development body collecting, connecting and providing reliable national information related to the health of the Estonian population.
The Labour Inspectorate implements the policy of employment, provides information about hazards in work environment, and performs the general supervision of occupational health and work relations.

Health and Welfare Information Systems Centre / TEHIK
TEHIK – the competence centre for the e-services in the fields of health, social security and labour was created in 2017 in the governance of the Ministry of Social Affairs. TEHIK manages information systems and databases of 1.3 million people in Estonia and develops e-services that make administrative procedures with the state faster and more convenient.

The new self-service of the Labour Inspectorate developed in 2020 by TEHIK is the latest state-of-the art solution of cloud technology and microservices – an example that all the country’s e-services are striving for.

E-services for social security
The pillars of e-services for social security are two information systems developed by TEHIK: the information system of the Social Insurance Board and the database of social services and benefits. Thanks to these solutions, over three billion euros a year are transferred to the bank accounts of Estonian people in the form of different support programmes, benefits and pensions.
